Is a vote, structured yes or no question to a proposed change in the Constitution.

Double Majority
For a referendum to be successful there must be a double majority. This means 50% of the population and 4 out of 6 states must have voted in favor to change the constitution.

Why? to ensure the constitution is not changed arbitrarily.

-Confusing Information (If information supplied is confusing, voters might vote against)
-Voter conservatism (voters tend to vote more in favor of not changing the status quo.)
