bill fails to become law because president didn't sign it within ten days before Congress adjourns

pork-barrel legislation
legislation that gives tangible benefits to constituents in several districts or states in hope of winning their votes in return

districts in which incumbents win by margins of 55% or more

temp legislative committee established for a limited period or for a special purpose
