Because rich and poor lived together and the poor wished, wanted perhaps needed what the rich had and this resulted in robbery and muggings.

The poor wished, wanted and perhaps needed what the rich had and they found it easier stealing from homes instead of stealing from that person in the streets.

Slaves were mistreated and so they ran away to get away from the cruelty of their masters.

Why did Fraud occur in the Roman Era?
Trade was common and so they used methods to gain a higher profit, one method would be lying about the weight of bread and sell it for a higher price. Therefore selling underweight bread was a crime.

In hot dry cities fires could occur more often and people did this on purpose.

Rival teams end up clashing and this end in rioting.

Though it wasn't common it was significant, this was a time when seeing people being brutally killed was a sport.

The law was made clear in the Roman Era, what was it known as and what is it?
The twelve tables. These tables were twelve categories of rules that made it clear what a Roman could and could not do legally. They'd be displayed in public places and taught to children.

There was no police force so it was difficult, however with the introduction of brutally harsh punishments and there was a use of soldiers to prevent particular crimes.

Groups of volunteers whose job it was to patrol the streets at night looking for potential criminals, put out fires and catch any run away slaves.

Urban cohorts were used to prevent crimes, what is a Urban cohort?
Soldiers with the task of keeping order. They did not patrol the city but were used almost like a riot squad, call upon to keep peace in the city if a riot broke out.

When the Roman Empire expanded, they had to control non Roman citizens, how did they deal with it?
The Emperors appointed Governors to over see each province and they would deal with serious crimes. Minor crimes would be heard by the magistrates.

They were the Emperors person guard. They did not patrol the streets but were responsible for the Emperors personal safety
