A build up of STATIC is caused by FRICTION
When two INSULATING materials are RUBBED together, electrons are SCRAPED OFF ONE and DUMPED on the other.Electrons are NEGATIVELY CHARGED so this leaves a POSITIVE static charge on 1(electrons scraped off)and a NEGATIVE static charge on the other(+E)
