Commisioned by Wilson, criticised cult of amateur generalist, and promoted the need for experts. Didn't tackle cultural or ministerial relations. Recommendations over grading system were not implemented. Criticised lack of management and churn.

Continued with cutting expensive of thatchers' reign in first 7 years. Sought to improve allocation, management and control of resources.

1988 Next Steps
Believed the CS was too big and diverse of departments to be efficient. Believed only concentrated on short term planning. Introduced executive agencies to split the political advise departments and the policy implementation to improve targets.

Oughton Report and Continuity and Change both focused on tackling the lack of mangaerial skills, the churn, enhanced selection on merit, decentralisation of pay/promotion to departments andgreater recruitment from private sectors,

2007/2008: Putting the Frontline First
major cutting expenditure. 20% of top SCS pay cut, closing of over 120 department boards and branches, saving £120 million, relocation of different staff out of the South East.

2012 Civil Service Reform Plan
Specialists gone too far. Reduce churn, Sharpening issues of accountability!! Broaded where advise is given to whole departments, Need generalists for changing demands. Allow CS to say 'No' to Ministers not follow parliamentary pressures.

The Civil Service Commission 2010
regulates recruitment to the Civil Service, providing assurance that appointments are on merit after fair and open competition. It also helps promote the Civil Service values of Honesty, Integrity, Objectivity and Impartiality.

Civil Service Department 1968
On the recommendation of the Fulton Committee Report, the Civil Service Commission was merged with the personnel management divisions of the Treasury to form the Civil Service Department.

1982: Responsibility divided
The Civil Service Commissioners retained responsibility for the selection of middle and senior level staff (15% of the Civil Service), but Departments assumed full responsibility for selection at junior levels (the majority of recruitment).

The Kemp Jones Report 1971
To improve opportunities for women in the civil service, senior levels, equal pay, returning to work, facilities maternity leave, pay, child sick, and trying to change cultural aspects such as the fact job benefits were linked to full time work.
