Abnormal behavior is seen as deviation from rules about one ought to behave. Anything that violate these rules is concidered abnormal.

By using a practical criteria of adequate functioning, mentaally healthy people are judged as being able to operate within certain acceptable limits. If abnormal behaviour interfers, it may be concidered abnormal.
