The Party dominated  the state

• The Politburo made key decisions and increasingly took power from the Sovnarkom
• The Central Committee ran Party affairs when congresses were not sitting and discussed and voted on key Party issues
• Congress debated issues facing the Party and voted on main policies as well as electing members of the Central Committee and Politburo
• Party secretaries at city/provincial level were often very powerful
• The Central Executive Committee had little power
