"provincial in his speech" - This is used to describe Arthur at the start of the play. It shows that he does not speak in a sophisticated mannner, therefore the reader can infer that he was not brought up in an upper class family. This sets the scene for the readers as we now know that he worked hard to get to the positition he is in now, as a "hard headed man of buisness".
