Charles was weary of Parliament since they had failed to support him during wars against Spain and France in the 1620s and they didn't accept the changes that had begun in the Church

Charles had 2 AIMS during his Personal Rule period:

• 1. Provide a well-ordered and efficient royal government
• 2. Raise sufficient money to avoid a recall of Parliament
