PROS

At first around 10 million men and 4 million women covered
Workers helped in periods of illness
Workers gained free medical treatment

CONS

Only workers were covered, not their dependants
Had to pay for insurance with their (already low) wages

NATIONAL INSURANCE ACT PART 2 - 1912

Aimed to prevent periods of unemployment causing poverty - insured workers for periods of time when they were out of work

PROS

At first, covered 2.25 million workers (most were skilled men)

CONS

Restricted to trades where seasonal unemployment was unusual
