Mill - Government intervention

"The subject of this essay is...the nature and the limits of the power which can be legitimately exercised by society over the individual." (Chapter 1)

State acts as a "Neutral Umpire" (Not a direct quote) - Mill wants to limit state interference in people's lives. Any restraint on an individual's liberty needs to be justified (e.g. Harm principle)
