Decentralisation

• Central ministries replaced with councils to give accountability 
• Many communist leaders demoted or lost jobs
• Split party into half agriculture and half industry 
• 68% nationalised agriculture went down to 44% 

• Prisoners released and gulag labour made less harsh (could send letters to their families)
• Places named after Stalin were renamed
• Monuments of Stalin were destroyed
• Khrushchev worked with other senior members
• Allowed to be more critical of Stalin
• Removed Stalin’s body from mausoleum

• Increased participation of workers and government 
• Introduced fixed terms
• Increased party membership from 6.9 million to 11 million
• Evidence was needed for convictions
• Reduced size and power of central committee
