Successes

  • Prevented anti-German coalition, by keeping France isolated, and helped prevent Austria and Russia fighting in Balkans
  • Germany had securtiy and peace within Europe for 20 years
  • Knew how to avoid war, unlike successors in 1914, by not attempting to construct a Naval fleet to rival Britain and did not attempt to expand into Europe beyond its 1871 border

Failures

  • Three Eperors Alliance 1881 was doomed to fail by bringing together two enemies (Russia and Austria Hungary) who both wanted power in the Balkans
  • Bismarck's alliance by its secret diplomacy bred suspicion and insecurity
  • His alliance system was breaking down by the 1880's, as Russia and France moved closer together
  • By late 1880's, Bismark appeared to have become pessimistic, remarking to a general, "The task of our policy is, if possible, to prevent war and if that is not possible, at least to postpone it"
