Causes
- In 1911 the Young Turks fell out of power and the Balkan states saw this as an opportunity to attack the Ottomans.
- Greece, Serbia, Bulgaria and Montenegro formed the Balkan League and declared war on the Ottomans in 1912.
- In three weeks the Balkan League pushed the Ottomans almost out of Europe.

Effects
- The dramatic decline of the Ottomans worried A-H as they feared the same might happen to them.
- Russia encouraged the Balkan League and were pleased by its success as it improved Russian chances of Mediterranean access.
