	Causes In 1911 the Young Turks fell out of power and the Balkan states saw this as an opportunity to attack the Ottomans. Greece, Serbia, Bulgaria and Montenegro formed the Balkan League and declared war on the Ottomans in 1912. In three weeks the Balkan League pushed the Ottomans almost out of Europe.	Effects The dramatic decline of the Ottomans worried A-H as they feared the same might happen to them. Russia encouraged the Balkan League and were pleased by its success as it improved Russian chances of Mediterranean access.
