Why New Liberalism Emerged 1906-1914

Causes

  • The Liberals winning the 1906 election
  • New Liberalism emerged
  • There was a debate on national efficency
  • Social researchers began in 1899 with Seth Rowntree and Charles Booth
  • the economic postion shifted after the Boer war and international economy and industrialisation advanced
  • Chancellor William Harcourt made a distinction between productive and unproductive wealth
  • Joseph Chamberlain worked on enhancing the responsibilities of local government when he was mayor of Birmingham
  • the franchise was widened in 1884-1885
  • labour and socialist  intellectuals sought political cooperation (Tanner 1900)
  • speeches show from 1908 Lloyd George committed himself to state intervention
  • George Lloyd was not a new liberal when elected in 1906 he needed to persuade voters, and help the social situation of the country and consider his parties politics
  • conservatives were bad at sosical reform as it went against there policy and Labour were becoming a threat
  • The current poor rules were the 1834  poor law which included the workhouse and the 1867 metropolitan act for hospitals, use of charity who rasied arouynd 8 million in London in 1900
  • The other methods were insurance 6.7 million people had medical insurance meaning a weekly wage if someone was sick, doctors could be paid and money donated for funerals but this cost money in the form of a membership so many couldn't afford it. Most poor people stayed in poor areas and relied on community or try and find work from home.

Effects

  • ended conservative dominance
  • This created an idea of a welfare state and higher ,progressive taxation
  • People began to question if the country was run to the best efffect
  • This made people realise poverty wasn't the fualt of people and sometimes people couldn't afford to save up as all thir money went on survival
  • there was less certainty of British dominance and led [people to question of lassiz-faire was effective fort the economy
  • Successes of these schemes rose the, to a national level normally under liberals
  • more working class voters needed to be attracted
  • the meant socialist  popularity grew
  • Some believed this was as a result of a visit to Germany where this werfare was already in action such as historian Morgan (197) Other argue such as Pugh (1988) he already had the idea and wanted to see it in work in Germany.

  • Due to there being no actual help or welfare for the people asides methods such as the workhouse which was incredibly feared. They needed to adress the knowledge of poverty and wanted to detwerr people from voting labou or conservative so they could take the credit for the reform and maintain power

Overall summary

As social reform became a pressing issue new liberalism emerged under the leadership of Lloyd |George although there is much debate around what made him a new liberalism as he appeared to have old liberalism views for his earlier career. The Socialist acts had to be passed urgently so no one else could take credit fort them and liberals could maintain strength and power.
