Is Cabinet Still powerful?

Advantages

  • Important
  • Cabinet's role as a coordinating function
  • Cabinet's essential role in coalition government
  • Ability of cab to undermine/unseat a PM
  • PM's dependence on heavyweight colleagues
  • No one inst./indv. can dominate the executive entirely
  • Importance of Cabinet's collective responsibility in maintaining governmental unity

Disadvantages

  • Unimportant
  • Importance of Cabinet compared to other institutions and players in the core executive
  • Prime Minister-power over cabinet appointments (patronage)
  • PM's dominance over cabinet meetings
  • Hierarchy of importance of Cabinet posts- domination of leading individuals in the Core Executive
  • Role of cabinet now as a passive 'ratifier' rather than active central decision-maker
  • Tendency for PM to consult ministers individually, bilaterals and 'inner/kitchen cabinets'

Evaluation

While Cabinet's role has significantly deteriorated over recent years, it is clear that Cabinet is still a vital part of the executive.
