Background

Role

  • Seen as more sympathetic towards CR as wanted to win Black vote
  • Brought up in Missouri and saw deep hatred for AAs
  • Less afraid of White Southerners - First President to address CR
  • Established a CR committee that looked into violence against AAs
  • In 1948 issued 3 executive orders to end segregation in armed forces and guarentee fair employment in civil service.
  • 1947 'To Secure These Rights' - recommended tougher legislation on lynching, attacked police brutality, improve voting rights etc

Significance

  • Some improvement to voting rights but only that there was less prejudice
  • Only desire to promote CR was for votes - was seen to be racist himself
