  • Why has the use of referendums increased since 1997?
    • Greater interest in constitutional reform
      • Considered important that such reform is decided by the people
    • Tories less likely to accept change (more conservative) referendums entrench reform so Labour used it to prevent them restoring it against popular consent.
      • Especially true of devolution.
    • Electorate better informed about politics - better able to make the decisions.
      • Internet helps in this regard.
    • Head off political opposition
      • AV Referendum (2010) - prevented split in coalition government.
      • Good Friday Agreement - message to militant terrorists (on both sides) that peace was wanted.
