    • What happened?
      • Lloyd George wanted to increase taxes on the rich to pay for reforms
      • He also wanted to switch funds from the extension of the Navy to the reforms
    • Which taxes would be raised?

      • VAT (proportional to price of item)
    • Parliament Act of 1909
      • The House of Lords refused to pass the peoples budget
      • Lloyd George thought that the elected body (House of Commons) should have more power than the nominated body (Lords)
      • Liberals threatened to replace the Lords with Liberal peers
        • Lords who didn't want to loose their jobs, passed the Act
      • House of Lords could only veto legislation 3 times before it became law
        • The House of Lords refused to pass the peoples budget
