- Lloyd George wanted to increase taxes on the rich to pay for reforms
- He also wanted to switch funds from the extension of the Navy to the reforms

- Liberals threatened to replace the Lords with Liberal peers
- Lords who didn't want to loose their jobs, passed the Act
- House of Lords could only veto legislation 3 times before it became law
