- The Tsar's autocratic government ensured that he could remain in power
- The Orthodox Church was led by the Tsar, which gave him even more control
- The Church was very influential, especially amongst the huge peasant population
- Any challenge to the Tsar's power was an insult to God

- Appointed and paid by the Tsar, and therefore they were very loyal

- There was unrest amongst the peasants because they were taxed on the produce that they made

- Most of the leaders were in exile
- Revolutionary ideals were spreading throughout Russia
- The 1905 revolution
- Showed what might be coming in the future
- Revolutionaries could have learned from the mistakes made in the 1905 revolution
