  • International responses to Cam invasions
    • 1. US response to  Vietnamese invasion of Cam
      • Pres. Carter's inaugural address
        • Policy of human rights was 'absolute'
        • Indicated any nation that abused human rights would arouse US wrath
      • Despite Carter referring to Pol Pot as 'worst violator of human rights in the world', UN rep said:
        • Condemned Vt invasion had overthrown mass murderer Pol Pot
        • Supported Ch attacks on Vt, even though attack was designed to restore Pol Pot
        • Declared KR to be Cam's true gov.
      • US also
        • Obtained international aid for KR camps
        • Supported KR possession of Cam's UN seat
        • US believed answer was Carter's pro-Ch policy so let certain things ride. Felt needed ally against USSR expansionism which occurred due to US failure in Vt
    • 2. Pres. Reagan and Pol Pot
      • Supported KR possession of UN seat and persuaded many US friends and allies to do likewise - Sihanouk remarked: America was bring PP 'back to life'.
      • US sought to weaken Hanoi and Moscow - PP helped in that.
    • 3. USSR response
      • Under USSR leader, Brezhnev, role of USSR in Asia had increasingly become vital to China
        • Both Ch and USSR wooed Vt but Soviets triumphed
        • 1978: Vt became full member of Comecon (economic organisation for Comm natitons) and signed treaty of Friendship and Co-Operation with USSR
        • USSR supported Vt  invasion of Cam as only pro-USSR state in Asia
        • Sent naval force to Vt coast and provided Vt with armaments
        • Although Vt had ended PP's murderous regime, Western nations criticized Vt and withheld economic aid, leaving Vt isolated and even more dependent on USSR
      • Great changes under Mikhail Gorbachev
        • 'New Thinking' Soviet policy
        • Global independence and belief he could make USSR and world safer by decreasing Soviet-American and Sino-Soviet tensions.
          • Would help struggling Soviet economy, - caused largely by CW expenditure
        • Interdependence, national security, economic recovery and his determination to improve Sino-Soviet relations combined to eocnrage Vt to withdraw forces from Cam
