The people who benefit are the producers and consumers of the product as profit will be higher for producers and consumers will get more for their money

Negative externalities have a negative impact on society as people will suffer from pollution which will cause excess demand for public service for those suffering from the negative externalities

What is the Polluter Pays Principle?
A tax can be placed on the product that creates the negative externality so then the tax revenue can pay for measures to reduce the scale of the problem which internalises the external cost
