The tzar did use exiling. he exiled lenin multiple times. He got his name from being exiled and the river he was exiled to.

Sam Steele is right, the tsar did exile opposition, just not as much or as successfully as the communists.

I thought Bloody Sunday sparked the 1905 Revolution because troops fired on a peaceful demonstration led by Father Gapon resulting in 1000 deaths and injured civilans? But when I marked the Father Gapon answer it said it was wrong...
