What was the date of the second public health act and what did it offer?
1875. -Each town had to appoint health/sanitary inspectors, -removal of rubbish, -clean water for everyone, -sewers were built, -quality of housing improved

1878. This act consolidated all existing laws

1848. -appoint medical officers of health, -arrange for street cleaning, -removal of rubbish, -have a local tax rate to pay for it all

Why did the first public health act fail?
Because it wasn't compulsory so only 1/3 of towns set up a board of health. Groups called the 'Muckabites' wanted the right to be dirty.

1860's. Laws to start slum clearance, improve construction of housing

1875. Gave local authorities power to buy and demolish slums
