Repetition of the word ‘mark’
“Mark in every face.” here the word ‘mark’ is to notice.” mark of weakness, mark of woe.” While here the word ‘mark’ means sign. The word ‘mark’ is repeated but has a different meaning.

A document known as a charter was to show that someone owned a specific thing and so the repetition of ‘chartered’ must be talking about things owned by people - a sign of human power.

1-2nd stanza = the people of London were miserable. 3rd Stanza = the cause of the sadness. 4th stanza = back to the unhappy people.

“The marriage hearse” - oxymoron
The word “marriage” is about happiness which is the opposite of “hearse”, death. And so says that good things like power may come to an end - criticising the monarchy and others that are in power.
