what did the council consist of?
were nobles, churchmen and lawyers but only 6-7 at a time, they made legal judgments and advised henry but were irregular meetings and his mother was his closest advisor

consisted of sir richard epson & edmund dudley, they were meant to maintain revenue but instead they exploited the kings rights to tax highly. the council was illegal but very significant in power maintenance

it consisted of his most intimate servants which meant for those not involved it was a lot harder to regain henry's trust

these were just lords that were a symbol of power more than anything, they had entertainment parties and reward systems. despite this the lords did have some elements of power

parliament was called only 7 times during his reign, they were meant to approved policies but only disproved once during his whole reign, they were quite powerful as they could have refused henry but they met too little for this power to be used

who were the justices of the peace?
these were local gentry that did unpaid work to maintain order in the countryside, they were useful to henry because they did tax assessments and he loved money
