Because the Ruhr was Germany's richest economic area and produced a great deal of wealth for the country as a whole. The sriking workers HAD to be paid and people expelled from their homes HAD to be looked after, but nothing was being produced.

Printed more money therefore money became worthless-resulted in hyperinflation (at its height in July 1923)

Working class- had no possessions to sell and had no money whatsover. Middle class - life savings in the bank were worthless so they had to sell possessions
