This can be done using fingerprints - the ridges are caused by folding of the epidermis and are unique to each individual.

You can also use dental records. A forensic dentist makes an accurate chart of the teeth, including fillings, other dental work and any missing teeth - this can then be compared with the dental records of any missing people.
