Timeline:

During the beginning of the Russo-Japanese war, the liberals began to mobilise (small groups being set up).

Peter Struve set up a group called ‘Union of Liberation’. It has a newspaper called ‘Liberation’.

July 8th 1904: the interior minister (Plehve) was blown up by a Social Revolutionary called Azef (double agent, who was also a member of the Okhrana).

Tsar replaces him with a more reformative minister called Miirski.

Zemstva members proposed a ‘National Union of Zemstva’. It would be legislative. The first time that a legal body has stood up for power. A threat to the Tsar. Gains support from people like students.
