Why ROM is required?

ROM is non-volatile momory. It can be read from, not written to

ROM comes on a small, factory maed chip built into motherboard

It contains all instructions for the computer to boot up.These are called as BIOS (Basic Input Output System). As soon as the computer is switched on, the CPU reads instructions from ROM, this tells the computer to perform some self checks and set up computer.
