Andrew Johnson became the 17th US President on 15 April 1865. He saw Texas fall in 1862 and opposed Emancipation Proclamation. He would allow people amnesty if they gave Oath and promised 13th Amendment to black Americans.

He pardoned 13,000 rebels and allowed pardon to landowners over $20,000 and military advisors. He employed people unsympathetic to the Civil Rights cause and in 1863 claimed he was pleased with the slavery system as it was. People could resume positions in State Assemblies.

North politicians were horrified by Black Codes which restricted African Americans from persecuting against white people, serving on jury, owning arms, and marrying white people.
