Causes
Extraordinary revenue to finance a far-away military campaign against Scotland
- James IV of Scotland and Perkin Warbeck are planning to invade the North of England
- In May 1497, another tax to pay for the protection of the North is introduced.
- For Cornwall, this tax seems unnecessary (south-west) as they were traditionally independent
