To solve a shortage of jobs (leading to urbanisation) governments could: improve public transport links to city, or give loans/grants to businesses so they move to rural areas.

CBD = businesses & shops

inner city = low-class housing, industry

suburbs = medium-class housing

rural-urban fringe = business parks and high class housing
