Culture- No permanent court 

Architechture- Encouraging the nobles energy to go into constructing isabelline buildings

Education- Private tutors to learn Latin, Letrados, Unis in Valladolid and Alcala

Senorios- A Lordship title allowing jurisdiction as a reward for conforming

Appeased- Appointed some to honourary positions to appease them ans opened municipial options

Taxed- charged the sisa food tax or banned from court

Hermandades- established 1476 as peacekeepers 

Personal presence- no fixed court meant they travelled and personaly dealt with issues

Revolts- ended the Germania and comuneros by 1524 

Court- established the language as Castilian

Married a spanish princess- 1526 married Joanna, provided an heir 1527

The church

The inquisition- established 1480/81

Catholic church- reforms, educated clergy, see below

1486 agreement with Pope- F+I make all church appointments in Grenada and Canaries, rights over appointment of Bishops, prevented appeals going to Pope 

Trained clergy- Uni of Alcala trained clergy and Bishops, Bishops could then join the council of 

The inquisition- turns to illuminists and protestantism

Administration/ Cortes

The 1480 Royal council- no nobles, one bishop, three knights, ten letrados

Councils for- foreign policy, justice, hermandades, finance, Aragon, inquisition 

Reformed conciliar system- Advisory council of war and state, Administrative Royal council then council of Castile, Aragon, the  indies, Finance, Inquisition

Cortes- No relationship with Cortes until 1522 then met triannually 

Secretarios- To correspond with his councils for him

Regents- to rule in his absence as he is HRE

Expenditure- Moving court, Militia, Wars, Royal marriage alliances

Ordinary income- Alcabala, cutom duties, tercio de royal, Hermandades, Castilian corts, Papal grants

Expenditure- War, HRE, imports

Income- Castilian cortes, bullion, the church, New World
