Taking away human rights based on class

Upper class take everything away from others

Links to power of humans through the grasp of upper classes on the poor

Links to historical context of pick pocketers who were mainly the poor due to lack of wealth and opportunity.

Stained by lack of action towards those in need

Represents a lack of sincerity and responsibility

Those inside the palace walls are oblivious- blood on their hands- all their fault.

Hiding from responsibility behind palace walls

Could link to how the wealthy execute people in order to get rid of the problem (Physically running in blood not metaphorically)

Conclusion

Linking similarily with My Last Duchess as it implies that the welathy and higher classes yearn for the control and power through controlling the poor and those beneath them, much like the Duke yearned to control his wife and went to extreme measures in order to achieve this, much like the technique of publically executing and displaying the bodies of those deemed criminals (mainly the poor)
