State the purpose of a locking collar inside an actuator having an internal finger style lock? (Spring Finger)

It locks the fingers in position once the fingers have travelled over the cam. The only way that they can be released is by Hydraulic pressure being applied to the collar moving under tension over a spring.

The chine is a protruding flange which runs around the circumference of the outer sidewall. It deflects water spray away from engine intakes that are mounted high and/or rear of the a/c.
