The plan was in 3 phases:

Phase 1 - Immediate coast 50 hours before the start of the tropical storm.

Phase 2 - Begin evacuating 40 hours before the onset of the tropical storm.

Phase 3 - Areas (including New Orleans) evacuate 30 hours before the start of such winds.
