Formation:

Blood flows in capillaries where there is high hydrostatic pressure outside it, this forces the tissue fluid out of the capillaries through the pores.

Drainage:

There is low Hyrdostatic pressure but high Osmotic Pressure which allows the tissue fluid back into the capillaries
