Effects

  • Attempts to define the party and state were attempted at the 19th Party Conference in June 1988 but little was done to get officials to choose one over the other
  • Shifting power was attempted by allocating more finance to the Soviets in order to give them resources to support their role - deputies of the Soviets were to be elected every 5 years to provide security
  • Streamlining the party was done by reducing the departments in the central committee from 20 to 9 - also, six new commissions were created
  • Streamlining also occurred in 1985 with the creation of superministries to coordinate economic planning
  • A clampdown on corruption was done by imprisoning those who went against the laws and removing those from the party who were corrupted
  • The principle of a multi-candidate election was extended to a national level but all this did was weaken the power of the Communist Party

Overall summary

These reforms were criticised for not having any real effect, but they were certainly a step in the right direction.
