Effects

  • The Role of GS (1922) allowed Stalin to manipulate Cabinet members, he was able to appoint others that supported him.
  • It was the role everybody thought was boring, no one else wanted to do it
  • He was able to appoint regional secretaries. He was able therefore, to rebuild the organisation
  • Allowed to promote, demote & appoint top 5,500 officials in USSR
  • The Lenin Enrollment (1924) in tribute to Lenin, expanded Bolshevik party to 1M+. New, young, keen members easy for Stalin to manipulate. Less than 8% of these had a secondary education
  • Extensive knowledge of party members, he had access to files, minutes and other info, enabling him to know what was being said in meetings
