Did Labour bring about a 'New Constitutional Settlement'?

Advantages

  • This period saw most extensive package of reforms in modern time
  • Reforms - when complete - will bring significant change
  • reforms greatly affected the balance of powers and introduced many more checks and balances
  • HRA and Devolution were established in statute law. De facto status as fund laws

Disadvantages

  • Reforms were evolutionary rather than revolutionary
  • Change was introduced in a piece-meal rather than 'big bang fashion'
  • No written constitution or BoRs were produced
  • The underlying principles of the British constitution were simply adapted rather than overturned
