- 'Bill of Rights' allowed German citizens freedom of speech, religion and equality
- Men and women over 20 were able to vote
- There was an elected president and an elected Reichstag (parliament)
- The Reichstag made laws and appointed the government

- Instead of voting for an MP, German people voted for a party
- Each party was allocated seats in the Reichstag, exactly reflecting the number of people who had voted for them
- Lots of little parties formed, no major party, no government to get its laws passed
