  • Referendums enhance democracy because:
    • 1) They encourage participation.
      • This overcomes disenchantment.
    • 2) Referendums educates the electorate.
    • 3) Mandates are focused on or renewed, on an issue.
      • it also legitmises major constitutional changes.
    • 4) They prevent danger divisions within parties.
      • This prevents collapse or defeats in the govt.
      • It also strengthens democracy.
    • 5) It provides clear answer where Parliament is deadlocked.
    • 6) Referendums resolve tricky moral questions.
      • E.g. divorce in Ireland in 1995.
    • 7) There are 4 referendums each year in Switzerland.
