What was the poor law and when was it introduced?
1834, no outdoor relief for the able bodied they went to the workhouses, parishes were grouped into unions to make larger and more efficient units, each union would have a separate workhouse, the workhouses were to encourage self help

What were the problems with the workhouses?
They were inefficient as they were empty half the time, all sorts of people were grouped together, families were separated

What were the positives for the poor law?
Helped reduce poor rates for the middle class and not much else

Why was the poor law introduced?
The middle classes were unhappy about the poor rates and the Whigs wanted their support, by introducing the workhouses it cut the poor rate a lot, the government were threatened by the Swing riots to take some action

Negatives of the poor law?
Ignored the causes of poverty, didn't end poverty, the abolition of outdoor relief caused distress as when recession came in 1837/8 thousands of peoples faced starvation as they relied on outdoor relief

In the recession there were too many people for the workhouses, thousands of workers turned to Chartism

1833, under the whigs, they gave an annual grant of 20,000 to the Anglicans and Nonconformists to build schools

There were no state schools, it caused religious rivalry, 20,000 wasn't enough and when Bentham proposed that there should be state schools it was ignored

1833, Children under nine couldn't work, 9-13 year olds had eight hour days, 14-18 year olds had twelve hour days and two hours of education

1833 under the whigs, slaves were to be freed in one year and then serve 7 year apprenticeships with their former owners, the government paid 20 million in compensation to the slave owners

The Anti Slavery Society is one group that pressurized the government, a lot of public discontent

What were the aims of The Anti Slavery Society?
Lead by Thomas Clarkson, William Wilberforce etc.. called for the improvements in the slave conditions in the Indies and eventually the abolition of slavery, petitioned parliament between 1828-1830 with 5000 petitions calling gradual abolition

Moved away from its parent body in 1832, The Anti Slavery Society and were more radical, Formed when parliament wasn't acting

Slave owners complained that the compensation was insufficient and many went out of business, former slaves wanted to settle in villages instead of staying on the plantations leading to a shortage of workers and high wages which contributed

1835 under the whigs, the closed corporations were abolished, borough councils were elected by the rate payers who had lived in the town for 3 years, councilors were elected for 3 years

Because the system was corrupt, in 186 of the boroughs only the members of the corporation could vote, they didn't want to raise taxes so there were no improvements to public health, the corporations were owned by the Tories and the Whigs wanted to

1840 the whigs under Rowland Hill, the fee was paid for in advance in the form of a stamp at 1 penny for a half ounce letter

Why was the penny post introduced?
The system was inefficient as the post man had to wait at each house for payment, the post office was loosing money because charges were made according to the wait of the letter/parcel and the distance it traveled
