What different solutions did parishes develop?

Speenhamland System - 1
It was a way of providing relief by subsidising low wages. Established a formal relationship between the price of bread and the number of dependants in the family. Widely adopted in the south and east of Britain at the beginning of the 19th century.

Speenhamland System - 2
It was usually only used in slack times during the agricultural year (After harvest) due problems of seasonal unemployment, which was exacerbated by the loss of cottage industries. This system were rarely used in the north due to livestock farming.

Roundsman System - 1
In Parishes where there were too many paupers, at least some work was found for each able bodied pauper. Here they were sent to do work in rotation on farms. The work was partially paid by the farmer and the rest by the parish.

The Overseer would make up the difference from the poor rates. In some parishes this was based on the price of bread, in others it was a flat rate. Some farmers took advantage of the system and did not pay much as the rest was made up by the Overseer

Labour Rate - 1
Different way of providing relief that got round the pitfalls of the Poor rate, Ratepayers who employed paupers and paid them at the Labour rate were exempt from paying the Poor Rates

Labour Rate - 2
Those who didn't pay according to the Labour Rate had to pay the difference into a Poor Rate 'Pot'
