What was the 'revolution from above'?
A conflict at the end of WW1 between the Kaiser and his leading generals (Ludendorff and Hindenburg)

Germany became a parliamentary democracy.
The Kaiser was no longer an autocratic ruler. He had no power to appoint or dismiss ministers - he became a ceremonial head of state.

Germany was losing the war and its generals knew this. They believed that creating a democratic government would get them better peace terms from the allies (Britain and USA)

It is considered the second stage of the German Revolution.
It refers to the Kiel Mutiny - sailors refused to take their commanders orders and tried to set up a council of workers and soldiers.

What caused the Kiel Mutiny?
When the new Weimar government tried to agree a ceasefire with the allies, one of the conditions they were given was the abdication of the Kaiser.

What happened during the rebellion?
No one in the government attempted to put the uprising down.
This led other cities and German people to follow the sailors lead because they believed the government had lost control.
