SCAP was a totally American organisation for which over 3000 US military and civilian's were working by 1948. They were tasked with producing a constitution that would set up a democratic government for Japan.

Commander of US/UN/ROK forces. He influenced the American Cold War policy and was keen to take on Communist China. He often made his opinions public.
