What was Wolsey's "primary strategy"?
Claimed that the original dispensation which was issued by Pope Julius II was insufficient in law. Pope didn't have the right to se aside divine law and ignore Leviticus.

He insisted that the case must be tried by two papal legates and he had the right to accept or reject the judgement
