Inspired by different periods in history
The films are not futuristic they are set in the past in an unknown galaxy. This allowed Biggar to gain influences from different cultures and eras. We can see the influence of historical costume in the shape of the Queen Amidala gown.

We can see in the shape of the headpiece in the Queen Amidala outfit the shape of the cow horns. This was taken from ladies ceremonial costumes in Mongolian culture.

Changing role of women in films.
These new movies show the female lead as a strong independant character and Biggar wanted to show this not only through the script but with the costumes she wore. We can see that this gown was striking and would command the attention of the viewer.
