As the Saar was inhabited by mainly German people as the Saar was German before WW1,

They celebrated and used this win in Propaganda to show that they had removed one of the injustices of the T of V,

he said all grievance with France was removed

The return of the Saar was legal and was part of the T of V so he kept within the terms of it.
